10 years of age golden retriever with excessive dandruff and dry skin. What ii your advice?

My dog is a maltese/poodle and about 6 yrs. old. He was a rescue from PetCo. We are not active people being in our 70's and have med. conditions but he sometimes gets a run but usually a mild walk. He has been chewing at his front legs to where they are discolored. At his last grooming his eyes became irritated from the eyebrows being shaved too close and he kept rubbing them so I washed them with a boric acid solution made for humans. They seem better but still have the hard gunk on the edges.
Is it ok to both dog with human shampoo? If not then what disease or allergy can occur ? And what side effects?
I put on one frontline for puppys like 10 ago is it okay to now wash him with anti fleas shampoo.Can he get sick or something.Thanks
Lou licks/worries the base of his tail a lot. Judging by the cow-licks and the wet carpet spots they appears to bug him randomly and at any time. The previous owner said she hadn't noticed the behavior until we met. She took him to a vet and glands were fine and with no rashes visually present with no treatment. No signs of bugs, no other health issues. He does not focus on any other areas like this. Our assumption has been he's allergic to something we use. Any ideas? Thanks!

Our Mini schnauzer has fleas and we're looking to rid them from her, looking at Adams™ Plus Flea & Tick Shampoo with Precor®. We have been applying Frontline Gold, concerned its stopped working hence the fleas, your advice is greatly appreciated.
She has black dots, which I believe to be flea waste, but I'm not sure what it is since I've given her a bath with little to no difference in their presence. She scratches and bites these areas nearly incessantly, she is also lacking a multitude of hair for her breed, particularly where these black spot patches appear. The biggest lack of fur is on her rear, where there's very little buttfluff. The rest is just a general lack of fur all across her body, petting her is like rubbing a hairbrush.
