You could try a corn or wheat based litter like World's Best Cat Litter or Swheat Scoop, or a wood litter like Okocat if you want to avoid clay litter. You could also try a clay based low dust litter like Dr. Elsey's. Even though she is used to pellets the transition to a clay litter could be fine - I'd start by putting out a litter box with the new litter while still keeping the old one and if she starts using the new one take the old one away.

I'm so sorry that you're dealing with this with scruff. I would consider Dr. Elsey's Cat Attract litter (https://www.drelseys.com/shop/cat-attract/) or additive (https://www.drelseys.com/shop/ultra-litter-attractant/). I would also consider covering part of a litterbox in sand or dirt to attract Scruff if she is used to going outside. Some cats hate covered litter boxes and some love them. I would try to use the hints of where Scruff is going to try to replicate those conditions in the litterbox. If she is going in the bath tub or on a tile floor, then leave half of the litter box empty for her go on a hard surface. If she likes soft surfaces, then try shredded paper or a soft paper litter. I would also consider something like Yesterdays News because kittens often like to dig in it (https://www.yesterdaysnews.com/Products/CatLitter.aspx). Good luck! I use Yesteday News which is pelleted litter made from recycled newspaper. They also have pelleted pine litter. The pellets are bigger and don’t track out of the litter box, and don’t stick to their feet. I use just a small amount and clean it daily. I also have a robot vacuum and it vacuums daily on a schedule so the house is clean without me having to do it. The vacuum was one of my favorite purchases ever! Hi, thanks for using Boop by Petco! How nice of you to take care of Lilly! She is very cute and it seems like she feels right at home. Lilly looks like a young adult and if you want to feed her the same urinary diet as your other cat that is absolutely fine. Otherwise I like Hill's, Royal Canin, Iams and Purina brands of foods. If she hasn't been dewormed in the last month you should do that.
