If he he has pain he should be seen by a vet to rule out damaged teeth or a broken jaw which requires repair or extraction - brushing will not solve this. I would also recommend using a pet toothpaste or dental hygiene gel as these are more effective and also better accepted as they are flavoured.

I like the CET brand of dental products for animals, so I recommend getting Lumi the CET AquaDent Dental additive. You can get it online or find it in a pet store. Yes, you can give him chew toys meant for his teeth. No, the brand of cat food likely isn't the reason for his bad breath, it could be he has a dental problem causing it.
