Recommend flea spray for Chihuahua

My dog have A LOT of FLEA EGGS, in the vet they put the FRONTLINE PIPETTE, but since day 1 IT DOESN'T WORK, I don't know what to do, he has sensitive skin, or what brand of shampoo is effective for fleas? I SWEAR, I try my best to maintain my house clean, or any natural way like vinegar combined with the water when I shower him? Lemon? I had another dog and he was free of fleas putting a collar. Recently I found brown dog ticks on my German Shepard. We were able to eradicate any further ticks by using lemon water, lemongrass essential oil, cedar essential oil, and vinegar diluted with water. Today I woke up to the worst diarrhea I’ve ever seen from him! My vet only takes patients as an appt but I don’t have money to pay for that.
