My white american bully dog ruby has a red patch on her thigh

Should I be concerned that my adult dog has started growing a patch of solid black curly fur over his shoulder blades? Hx: Came to us a year ago as a young adult dog, body type and coat appear to be nearly full blooded red Pomeranian, 10 lbs, no health problems, no use of topical meds, his last bath was 2 months ago, no changes to diet or lifestyle.
