Congrats on your new hedgehog, and thanks for using Boop by Petco! As hedgehogs love burrowing, if you aren't providing a deep layer of bedding for her to burrow in, a small enclosure would be the next most ideal. There are many commercially available huts, sleep shacks, and bags that ST.Hedgie would love, and it will really depend on your needs and her likes. Some hedgehogs prefer the plastic, dome-type huts, and some prefer soft sacks. Cleaning will be easiest with plastic, but she may prefer a fabric house, so be prepared to appropriately clean the house of her choosing on a regular basis. Here are some options: Soft, hanging hut: https://www.petco.com/shop/en/petcostore/product/small-animal/small-animal-sleepers-hideaways/multipet-pineapple-house-small-animal-hideaway-in-yellow Plastic castle hut: https://www.petco.com/shop/en/petcostore/product/small-animal/small-animal-sleepers-hideaways/you-and-me-small-animal-hideaway Grassy hut: https://www.petco.com/shop/en/petcostore/prod

Just let her set up the environment that way she likes it. You can't force her to use the house. Some hamsters just prefer to sleep in an open nest in the corner of their cages rather than choosing to sleep inside a house/hideout. This is pretty normal. If you want to try a different house you could do that. Some don't like those clear, see-through houses. They prefer something darker.

No, rats prefer a soft surface to sleep on. It would be more comfortable for Caesar to sleep in hay, shredded paper, or wood chips. They also like to hide when they sleep, so I would give him a paper tube to sleep in or a plastic house.

No, I would not be overly worried. He may just be tired from stress. Just keep an eye on him and if he isn't better in 24 hours you should take him to a vet for an exam. He may be coming down with an illness; very common, especially if purchased at a pet store.

It may be an allergy to the bedding you are using. It is hard to tell from the photos but it looks like you are using wood shavings. It is best to use a low dust product made for hamsters and other small animals called CareFresh as it is 99.9% dust free. I would start with this. https://www.amazon.co.uk/s?k=carefresh+hamster&ref=nb_sb_noss_1
