From the perspective of him getting loose a harness could be more secure. I find, however, that this encourages them to pull more. I like the easy walk harnesses the best or even the gentle leaders. I would also recommend some obedience training as they can help you Willy off leash management

This sounds very frustrating for both you and Scout! I would strongly recommend enrolling in some basic obedience/socialisation classes where she can meet various breeds and sizes of dog in a controlled environment and a professional trainer can help you both work through this together. It will take some time and patence but with some extra support it will be possible to achieen improved focus and manners whilst out and about!

I would recommend a gentle leader and see if this works. I've used this on multiple dogs with behavioral problems such as what you are describing with great success! I hope this helps! While Martingale collars fit loosely to a dog's neck, they still tighten when the dog pulls. Since Mea has a sensitive trachea, you want to avoid any collar that will tighten around her neck. I recommend using a harness instead on her. I hope this helps :-)

What a cutie Paige is! Learning to walk on an loose leash is one of the toughest things for a dog! I would recommend following the method outlined by veterinary behaviorist Dr. Sophia Yin in this article https://drsophiayin.com/blog/entry/walk-on-loose-leash-part-1-choose-the-right-walking-pace-and-make-it-clear/ to work on this. It takes a good deal of patience and persistence. In the meantime, when you are needing to exercise her I would also look into using a Gentle Leader head collar https://www.petsafe.net/gentleleader or an Easywalk Harness https://www.petsafe.net/easywalk
