The easiest thing to do it block his access to them. Do not allow him in your bedroom, and put away any other throw pills in house. If you see Toto with one, take it away, and replace it with a toy. Find toys that he enjoys, and make sure he has access to them at all times. Praise him and give him treats when he plays with appropriate toys to reinforce that behavior.
