Mya has likely learned that this behavior gets your attention and that the feed back is positive (like she's playing a game she enjoys with you). Great question. Most dogs respond best to the family member who spends the most time doing things such as feeding, walking, bathing. It sounds like you are that person. I'm sure she loves you but your Mom may have a special bond of some kind that seems to attract you dog's attention. Continue to work on it and over time find the special things such as rubbing her ears, or massaging her back, that makes you the person she wants to be around most. It can be normal for a pet to become more attached to their owner, especially if there is a life event (recent move, recent family addition, change in work schedule, etc) that occurs. Dogs are true companion animals whom often grow attached to their owners. As long as Bella doesn't have any symptoms of illness such as vomiting, lack of appetite, lethargy or diarrhea then I wouldn't be concerned that this is anything more than Bella showing affection. Pets create different bonds with people. It’s possible Hazel associates you with play time so she gets more hyper and acts out when she becomes bored or frustrated. She is still a puppy and high activity is normal. Try to give her consistent and structured exercise everyday. Maybe that happens when you get home so that Hazel has a immediate outlet for the energy and when she gets home, she will be more calm.
