It sounds like he has a dermatitis and may need an oral antibiotic, antihistamine, and/or a corticosteroid to treat the problem. For topical treatment, using a medicated dog shampoo and/or a topical spray, like Betagen spray usually works well!

Hello. Petco carries a number of products that might help. Zymox makes a spray & a salve that contains hydrocortisone, that can really help with the itching. On-line, you can find many more products such as shampoos & conditioners that also contain hydrocortisone. Topicals only work for short periods of time. Longer relief can be obtained with immunostimulants such as Apoquel & Cytopoint, both available from your veterinarian. Your pet may also have additional issues such as skin mites, fleas, bacterial & yeast infections in the skin, & your veterinarian can certainly help to sort some of these issues out. I really like Virbac's line of dermatologic products, and their Epi-Otic is a great all-purpose ear cleanser for dogs. It is available over the counter, and you can order it from DrsFosterandSmith.com or Amazon.

There is nothing OTC that you can give safely. It is never recommended to medicate your pet without the advice of your veterinarian. You can try a homeopathic product such as Rescue Remedy for Pets. It may help take the edge off for the grooming.
