you want your dog crate to be big enough for your pet to walk in the door without ducking their head. As long as you are not having any issues with your pup going potty in the crate, feel free to get the size for an adult Sheltie. Pad should fit the bottom of the crate

I bought 4 large because they said length of 36 inches but they seemed small so I measured and all of them were 33 inches. Is that normal to be 3 inches off?

It's only 35" long. If you check the tag, you'll see the dimensions listed on the website are incorrect and it's in fact smaller than advertised.
