With diabetic dogs, diet doesn't actually make a huge difference - there is no evidence that feeding a particular diet, or avoiding a particular type of treat, is necessary to control their blood sugar. What's most important is that you stay fairly consistent about what you feed her (and how much), and that you give her insulin injections as directed by your veterinarian. So it's unlikely that the starch chews will cause any significant problems with her diabetes. You could also consider using large, all-natural rawhide chews such as the ones from Raw Feeding Miami, bully sticks, or cow or pig's ears as treats for her to chew on.
