It does appear to be a juvenile angulate tortoise. His behavior and symptoms may indicate a respiratory infection. This species does not do well in humid environments. An exam with your veterinarian or a vet experienced in treating reptiles would be strongly recommended. Any me pet should be examined by a veterinarian within 72 hours of arriving home anyway to confirm good health or to diagnose and treat any preexisting conditions. Antibiotics may be indicated if respiratory infection is diagnosed. You can soak him daily in a warm 50 50 solution of water and unflavored PediaLyte. Offer dark leafy greens and provide sufficient heat and UVB lighting. Additional care and diet information can be found at the link below. http://www.chelonia.org/articles/cangulatacare.htm

Hi, and thanks for your question. This sign could be compatible with an upper respiratory tract inflammation/infection or possibly to a rhinitis (inflammatory, allergic, infective). A clinical examination at your local veterinarian is essential to confirm these clinical suspicions and treat appropriately. Antibiotics may be needed. Thanks for reaching out about Churp. This sounds like a question for your local federal animal health agency. They really should be contacted. Even though there are few diseases transmissible from reptiles, it is better to be certain. Good luck.

If she is straining to lay, she could be egg bound. She should be examined by your veterinarian or a vet experienced in treating reptiles. Incubation time is temperature dependent but typically averages around 70 days.

Thanks for reaching out and including photos with lesions. This could be a result of a poor shed, infection or trauma. If doing well and eating/acting normally, maybe wait until the next shed to see if lesions disappear. If he appears ill, a veterinary visit is recommended. Good luck.
