Collar training My 14 week papillon is tiny just over 2lbs. The smallest harness does not fit. I began collar and leash during potty pad time, then keeping on and off for periods yesterday. Of course she bites and plays with the leash, causing it to be more of a potty training distraction than tool. The collar, right sized no dangles made of nylon, seems to irritate her skin. She itches it constantly. Is this hurting her skin or part of getting used to the collar?
I brought 2 collars for my 2 Chihuahua 's but they will not let them be, they try to get out of them, and even get them caught in their mouths, they ate indoors trained. With pads. So should I make them where a collar...,? And if so what kind so they won't do this.

My 4 month old puppy has a really thin soft collar around her neck and she still shuts down when wearing it. Basically she won't even move and just stares. Is there a good method to help her forget the collar?(similar picture attached). When i remove the collar she goes back to playing.
