It's hard to tell from your question if this is a true problem (meaning an unhealthy/pathologic behavior) or a nuisance behavior. If she's relaxed and friendly with other dogs, it may not be a behavior you really need to change. Since it's bugging you, you can try using toys to distract her instead of food. The key is getting her attention before she focuses on the other dog. If toys don't work, and you feel it's a problem, the next step would be having an appointment with a good trainer or a veterinary behaviorist. Thanks for using Boop by Petco! This is just behavior commonly seen with her breed as they are dominant and challenging and require very strict and consistent training. These types of behavior can improve though this does require in person training with the help of a qualified dog trainer. The sooner these behaviors are dealt with, the more likely it is that you can improve and resolve them. Good luck and have a good night!

They should make friends over the next few days and once they do the presence of a calmer dog is likely to help

Thanks for using Boop by Petco. This sounds like it could be anxiety related, probably due to (or worsened by) the recent trip. Try separating them for a day or so, then taking them for a walk together. If it continues for more than a day or so, talk with your vet about anti-anxiety medications which can help tremendously with this sort of thing. Best wishes to you, Charlie, and Grey!

Petco should have an inflatable collar that works like an e-collar. It looks a lot like an inflated inner tube and it helps keep her from being able to turn her head far enough to reach her incision site.
