That wound on Ring looks infected. I would recommend that he be seen by a veterinarian. In the mean time I would use warm water or warm water and Epsom salts to soak the crusts off the wound and make sure a lot of pus isn't trapped underneath it. Good luck and I hope Ring will improve quickly!
A tick needs to be attached and feeding for at least 24 hours before Lyme disease can be transmitted. If the tick was not engorged, it is likely it was not on long enough. The ring can be a reaction to the tick bite or any bug bite or sting. Monitor for lethargy, painful joints or swollen joints in the future. Clinical signs can appear as long as 2-5 months after a bite. Always use an appropriate preventative such as Frontline or K9 Advantix every month. If you prefer collars, you can use the Seresto or Preventic collars.
It is possible this is an insect bite. Fly bites in particular can look like a red ring with a central pallor (pale area in the middle). It is tough to tell from the photo what the central area looks like. If it is raised and looks like it is filled with yellow/pus, then this could be a pustule which is a sign of skin infection. If the center is flat with the skin and just pale in color, then a bug bite is more likely.
Thanks for using Boop by Petco! This is unlikely to be ringworm at least based on how it looks right now. This is possibly due to local inflammation. I recommend that you continue to monitor Milo for now. If this lesion fails to improve on its own or it worsens have him evaluated by your veterinarian for further assessment and treatment.
