My 8 year old Chiguagua mix shed hair like crazy, how often should it be 'de-shedded'?

Hello! I'm looking for an inexpensive set of clippers for Mia. She has, what seems like, a double coat of hair now and since I don't have the means to take her to a groomer right now, I want to give her a nice trim since it's getting warmer, and because I want to be able to see any potential bugs that try to go on her. I have a long haired elderly maincoon/tabby mix with mats all over his body because he is too overweight to reach them and honestly doesnt even try. Is there some product we can use to help him out? Shedding brushes are useless at this point and we've nearly resorted to a professional groomer.
