My puppy keeps dragging his pee pads onto his bed and loves chewing on them. Would spraying bitter apple spray help avoid this or will it make him avoid using the bathroom on the pad all together?

Have 2 male 4-month old brothers (orange tabby's. Hello, I have a question about leaving my dog home while at work. The dog is a toy poodle that is 9 and she has been trained to use and effectively has used pee pads in the past. In the past, I have come home from work and she has urinated or defecated on the pads. However, now she is not doing that anymore and waits 8-10 hours from when I leave for work to when I get back, to go the bathroom. Is she comfortable waiting that long since she used the pads in the past. What should I do?
I have an essential oil diffuser which I use to eliminate pet odor and allergies. I use: Lavender, Peppermint, Eucalyptus, and Lemongrass oils. I was wondering if it's safe for my 12 week old puppy to inhale?
