Is this safe in Turtle tanks?

I am buying the API Stress Coat Aquarium Water Conditioner, 4 oz. & I am new to this whole fish experience, I will have a tank of gold fish and then a tank with 2 betas (split tank). Should I buy this too? Any other recommendations? Tips?

How much per gallon?
- 1ml per gallon. I got one of those medicine droppers from CVS - just asked the pharmacist - and its perfect for measuring out the smaller tank quantities.

What is the difference between Quick Start and Stress Zyme? Which is better?

- Best used when changing anything - so, new media, add some. Water change, add some. Topping off, add some. Even when adding new fish I put in a bit to give the tank a boost.
