There really is not any good over the counter medications appropriate to treat so he should be examined by a vet for treatment.

I would not recommend it, especially garlic be had that is toxic to dogs. If there is bacteria in her upper respiratory tract, she will need antibiotics from a vet. However she should still receive medical treatment through your vet and get on a short course of antibiotics.
