Rocks can cause tiny scrapes on the shell which can introduce infection. Use a thermometer in the basking spot to make sure temps don't get too high. A thermometer on the other end would be recommended to make sure temps aren't too low. Offer a commercial pelleted diet along with fresh greens and vegetables.
It may provide an immune system boost and could stimulate the appetite which is important in a sick pet. Personally, I think the claims it makes as an "antibiotic" may be a bit thin. You can try it for a day or two, but if you don't see an improvement, have Tart examined by your veterinarian for a definitive diagnosis and an appropriate treatment.
Hatchlings do not need third mother's. They hatch and leave the nest site immediately to search for food and live their lives. Ideally, you should have the the tortoise examined by a veterinarian experienced in treating reptiles. He or she will be able to determine the species after which detailed care information can be provided. Check the temperature in the enclosure. Low temps can affect activity and appetite in reptiles. You can soak her in a warm 50/50 solution of water and unflavored PediaLyte for 15-20 minutes once orb twice a week. This will provide warmth and hydration. Offer a variety of dark, leafy greens, chopped vegetables and commercial pellets. She will also need UVB lighting, a powdered multivitamin and a powdered calcium supplement. Set up a heat lamp to provide a basking area on one side of the tank. There should be an appropriate temperature gradient across the tank so she can move from warm to cool as she needs. If you can provide the species of tortoise, more specific advice can be provided.
It would be more practical to provide regular baths or soaks in warm water or a 50/50 solution of water and unflavored PediaLyte. Adequate hydration, UVB lighting, a balanced diet and vitamin/mineral supplementation will all promote shell health as well as overall health.
