Is it okay to deworm a dog that is still feeling sick or lethargic?

I would recommend having Sandi seen by a veterinarian so that they can perform an examination and discuss the need for additional diagnostics. They may recommend performing bloodwork. You should not feed your dog food that has worms in it. This would be a sign of decay, which could give your dog food poisoning. Please get fresh food for him (Kibble or canned). I would not eat this contaminated food either. Give him some boiled rice and boiled chicken today instead and observe him if he is still off-color tomorrow, then please take him to a veterinarian for an exam.

We do not usually see itching or vomiting with worms unless they have an excessive worm burden. I would recommend an exam by your vet if he is still having vomiting or diarrhea, to be certain this isn't more than GI parasitism that is causing Brandy to be ill.
