It's normal for a cat to purr loudly, she's likely showing you love and affection. The limp tail may be due to a previously broken tail, and if there was nerve damage, it could interfere with birthing. It would be best if she was seen by a vet. If you don't want to assume financial responsibility for her, then I would see if there is a rescue organization that will take her in, get her veterinary care, and find her a home after her kittens are weaned.
