5 month old Rottie that snorts and snores. Does not have a nasal discharge but his eyes have heavy discharge every day.Sounds like he is under water when he sleeps. What can be the cause?

Although dogs can develop bacterial rhinitis similar to a sinus infection you would probably see thick nasal discharge. The snoring and hacking could be related to nasal disease or dental disease. Discharge from the eyes can be a sign of an eye infection, allergy or dry eye. I'd recommend making an appointment with your veterinarian for a complete oral exam and potentially some tests to rule out eye disease.
