Why is my dog sneezing and congested? What are the possible causes?

That could be actually due to an upper respiratory tract inflammation/infection or potentially to a foreign body in the nasal passage. Usually a foreign body would cause continuous sneezing though. I would recommend a check up and appropriate treatment that may be based on antibiotics.

This could be due to an upper respiratory infection called kennel cough, it's very common in dogs. this disease usually resolves without treatment within a couple weeks but if the cough is too severe it is recommended to go to the vet in order to get cough medicine and antibiotics.

He could be suffering from a severe respiratory infection causing his symptoms. If he's breathing through his mouth, then it is likely because he is very congested. Ruffus could also have an eye infection causing the discharge, and any problem with the eye should be considered an emergency because it's such an important and delicate structure. He does need to see a vet immediately for these symptoms so he can be treated. Please take him into an ER vet clinic; if there isn't one in your area, there will be a vet on call for emergencies.
