My puppy's eyelid rolls inward causing tear stains. Is it normal?

It sounds like poor Koa may have some degree of skin irritation or allergies. The eyelid rolling in is call entropion and can cause significant irritation to the eye itself if the hair is rubbing the surface of the eye. I would have Koa's skin and ocular changes addressed by a veterinarian. If his eyelid rolling in becomes a chronic issue, you may need to lubricate his eye regularly or have surgery performed to roll the eyelid outward.

Is it possible that Luffy is rubbing his face and rubbing the fur around his eyes? If he is keeping his eyes closed and they are tearing excessively (which I would expect with entropion), then I would recommend having your veterinarian examine him again. Unfortunately, there isn't any good treatment for entropion other than surgery, but I'm not sure that is what is going on with him. It is common that the mucous membranes around the eyes and nose will change color in puppies as they age, so that is also a possibility. If Luffy is rubbing or scratching his eyes excessively, I would recommend having your veterinarian examine him again. It looks like your pup is experiencing quite a bit of irritation from this problem. Unfortunately, if it is bothering his eye this much that it is watering and squinting, treatment is recommended, which involves using a special tool to kill the hair follicles so the hairs will not regrow. Other possible causes can be the eyelid rolling slightly inward (called entropion) resulting in lashes rubbing on the eye and this requires surgery to correct the eyelid conformation. Every vet doesn't have access to this equipment so you may need a specialist. This condition can predispose your dog to getting eye ulcers, which is another reason to have it treated if it is bothering him. You can continue with the Tobrex but if no improvement after 5-7 days he should see a vet. I suspect he may have entropion but I cannot tell for by looking at photos. It appears he may have an entropion. This is where the eyelids roll inward so the hair and lashes can scratch the eye and cause irritation. This maybe secondary to confirmation or secondary from swelling. Your vet can check for an ulcer and hopefully prescribe anti inflammatory meds if there is not one. From there, they will check for dry eye and discuss surgery to fix the entropion to provide permanent relief

From the photo, that looks to me more like a pustule (focal little infection) than a congenital defect (something he was born with). I wonder if he may have gotten a mild injury from playing with the other pups. If it hasn't gone away by the time the pup is ready to go home with you, I would make sure the breeder has the pup evaluated by their vet prior to you picking it up, or make sure the contract includes a clause that the breeder is responsible for having the bump evaluated and addressed.
