My dog has eye discharge, panting, and crying. Is it an emergency?

As long as he is not itching at his eyes, having profuse persistent discharge, squinting, or having a red eye then I would continue to monitor him. You can use a damp cotton ball to wipe the fur around his eye and keep it clean. If the discharge worsens, or if he develops any sneezing or nasal discharge then you should have him evaluated by a veterinarian as this may indicate an upper respiratory infection.
