Is my dog's red third eyelid, runny nose, and hiccup breathing normal?

Poor Caeser. The white discharge charge from the eyes indicates he may have an eye infection. Any eye problem needs to be checked out by a vet promptly, as leaving it untreated can lead to vision loss. I'm concerning about him panting more than normal, and cried a few times standing up. It's hard to tell if what you are seeing is normal or not. Some people mistake the appearance of the 3rd eyelid as a problem, when really it is normal. Suede also may have conjunctivitis, or inflammation/infection of the tissue surrounding his eyes. He could have allergies that cause the redness and prominence of his 3rd eyelid, the pink tissue present in the 2nd picture. Without doing an exam and looking at those tissues and in and around his eye, it is impossible to tell. If he starts squinting, that is a sign of pain, so I would definitely take him in asap. I would recommend you take him in to your vet for an exam to see if he needs any topical treatment for his eyes or if what you are seeing is his normal anatomy.

This sign could be compatible with an upper respiratory tract inflammation/infection or possibly to a chronic rhinitis (inflammatory, allergic, infective). If you notice him worsening, the discharge changing color, fever, or changes in behavior or appetite, that's a sign that he needs to be seen sooner. It could just be allergies, but that doesn't usually cause shortness of breath. Try to keep her calm and reduce activity. Keep the room cool and use a fan. If she still seems short of breath, she needs to be checked out by a vet ASAP.

Hi. The white part coming from his lower eye lid that you are seeing is Speck's third eyelid. When the eye is irritated or injured the third eyelid may be more prominent and noticeable. You can gently clean around his eye with a soft cloth and warm water to remove any discharge or any topical allergens. He may have some irritation due to allergies or dust. If he is squinting, holding the eye closed, rubbing it or otherwise acting painful he should be evaluated by his vet. They can look for any foreign body around the eye or may stain the eye to make sure Speck doesn't have a scratch or ulcer. Do not use human OTC eye drops in his eyes.
