Can adult dogs safely eat human milk powder without sugar or lactose?

Hello, Scooby can have milk in his food as long as he tolerates it well. Some dogs may have hypersensitivity to milk proteins so if Scooby develops any diarrhea or vomiting with the milk than discontinue sprinkling milk on his food. Hope this helps and best of luck.

Yes you can. Although after 4-5 weeks most puppy's cannot absorb the milk as readily and this can lead to loose stool or diarrhea. Why not try wet canned puppy food instead? This will ensure no loose stool forms.

Dogs and cats are actually lactose intolerant and ingesting milk isn't an appropriate diet for an almost adult lab. Bruno needs to eat a commercial adult dog food. If he doesn't like what you are feeding him: add water or a little canned food with or without water or change brands of food. I am not sure based on your post if his appetite change is a new thing. Milk is very hard on a dog's digestive tract and may cause stomach upset or diarrhea. If Elma likes the taste of milk, a lactose-free variety or even "cat milk" from your local pet store (that is milk like but less hard on the stomach) may help entice Elma's eating without upsetting her stomach.

It could also cause digestive issues as most dogs don't tolerate lactose well. If Percy really loves it then giving a tiny tiny bit as a treat likely won't cause issues, however I would make sure you have his main diet as a high quality puppy food.
