Can I sprinkle pet lac milk replacement on puppy food? Instead of mixing with water?

No, this is not recommended, at his age he definitely need the milk mixed with water, he is still too young to eat decent quantities of wet/solid food and putting the milk powder can actually be dangerous for him.

This is a great question! Yes you can do this. I recommend mixing dry puppy food with warm or cool water and allowing it to sit for 10 minutes for the food to absorb the moisture. Then you can sprinkle the pet milk replacer on the mixture to create a soupy food. Over the course of a several days, decrease the amount of formula you are putting on their food until they are eating only solid food. You can also sprinkle the milk replacer on canned puppy food, mixing it together. As with the dry food, over the course of several days, decrease the amount of milk replacer added until they are eating only solid food.

I just noticed his age, that he is about 5 weeks old. Sorry about that. To add on to my answer, I would recommend waiting until he is a little bit older to follow the steps I suggested, around 6 weeks of age when dogs typically start weaning. He will still need the formula at this age.
