My cat is throwing up and can't pee. Could it be a blockage?

I would recommend having Oscar examined by a veterinarian right away. Male cats can develop urethral blockages that only allow them to urinate small amounts (or not at all). This can become life-threatening if not treated right away. Please make sure he is passing urine. As you know male cats can get a urinary blockage that can quickly become life threatening. If he’s not urinating that is a medical emergency so take him in right away to have him checked. Vomiting and lethargy can be a sign also. They can get kidney damage from this too. Having a male cat that is unable to urinate is a medical emergency. This obstruction can lead to secondary kidney damage and death if untreated due to an electrolyte imbalance. The vocalization is associated with pain. Since he is the uncomfortable and struggling, you need to take him a clinic immediately to have him checked and hospitalized if needed. They will check the urine for crystals and an infection and possibly consider a diet change to prevent future episodes.

Persistent vomiting and anorexia are signs of significant illness in cats, either from fever, infection or inflammation. Urinary obstruction leads to dangerous toxin build up and potential kidney injury and hospital treatment is necessary immediately and may include intravenous fluids and medications. Typically this occurs most often in male cats, but it can happen in female cats and signs include an inability to pee, severe pain (which she showed by panting), and vomiting. She needs veterinary care, as if she does have a urinary blockage, it is fatal without treatment. Please take her into a vet immediately.

There is always a worry with male cats about a urethral blockage when they show this behavior. It's good you know to have him seen by a vet for this. If you see him trying to pee but nothing is coming out, he's yowling when trying to pee, his pee appears very bloody, he's lethargic, vomiting, refusing to eat, and/or he is licking his genitals a lot, you must take him into an ER vet right away. Otherwise, you can wait until tomorrow. Feed him wet food and add water to it to flush his bladder. I hope this helps!
