Is it safe for my older beagle to stay outside with a dog house?

If the wooden dog house is insulated, and there is a lot of padding inside and the door is covered, that would be ok during the day but I would avoid it at night. Make sure that the balcony has a secure border so that she cannot get through the barrier /slip through or under the bars and fall or escape. I would definitely provide a heat source for them in the winter, especially if it is going to hit freezing temperatures. I worry about hypothermia if there is no heat source. I would also provide an insulated area for them. Small dog houses can be built quite easily and still be low cost. There are many templates online of how to build a dog house with insulation. Dog beds, blankets and another dog to keep warm with would help as well. If the temperature are too low outside, it is not advisable to keep them outdoors as this could result in hypothermia and even lead to death. I hope this helps! It really depends on how cold it is outside, and how well sheltered the area is. I would make sure the area surrounding the house is shielded from the elements so rain and snow can't get into the house, and that there is an overhang of some sort so Kirby can get to food/water/potty safely without freezing his feet. You can also put a thermometer inside the house on a very cold day and see how warm it stays inside of it. If it's cold enough to freeze paws or bodies, it's best to keep Kirby inside. If it's too cold for him to be out but he isn't fully allowed to run around the house, crate training or keeping him in an easy to clean area such as a laundry room can make sure he stays warm enough inside without getting into trouble.

As long as a dog is safe and secure, has adequate shelter/warmth and appropriate access to food and water there is no reason why they must be indoors or outdoors for any set lengths of times. Space to exercise and play is great for dogs and many are happier outdoors as long as they have a comfortable sleeping area

Generally she should be fine outside, you live in a pretty warm area so she could stay outside all year round. snakes can be a real problem though, especially in the spring so you need to pay attention to that.

Because the lower temperatures in the winter now it is recommended to keep them inside for most of the day. After the winter you may proceed with Bella being mostly outside if it not too warm but doing in time increments initially. You may start by just doing it for a few hours to eventually most of the time. Again, provided that it is not too cold or too hot for her to handle as dogs can be sensitive to drastic temperature changes. Good luck!

As long as the doghouse is heavily insulated and she has thick bedding inside, and the door isn't open to where the wind blows in, it should be fine.
