What breed is my rescue dog? Could she be a Shih Tzu Yorkie mix?

Mason is such a cutie! I think a Morkie is a very reasonable guess based on his appearance. It's also possible that he may have some Miniature Schnauzer in him, especially with his face and beard. What a cutie! She is not a single breed I recognize so I would suspect she is a mixture of two or more breeds. Based on her appearance I would suspect spaniel of some kind (possibly cavalier king charles spaniel) possibly with a small australian sheperd or border collie. Your notes however say she is only 4 pounds and if that is truly the case then I would suspect a long haired chihuahua mix. What a cutie! She appears to have some Papillon in her due to her ear, but her coloring is reminiscent of some larger breeds such as a Rottweiler or a herding dog like an Australian Shepard. Awww, very cute! She looks like a cross between a Rottweiler and a Labrador Retriever. If you are really curious as to an exact answer, there are dog DNA tests available that make are supposed to be able to reveal exact genetic make up of a canine. Hope this helps!
