What a cutie! She is not a single breed I recognize so I would suspect she is a mixture of two or more breeds. Based on her appearance I would suspect spaniel of some kind (possibly cavalier king charles spaniel) possibly with a small australian sheperd or border collie. Your notes however say she is only 4 pounds and if that is truly the case then I would suspect a long haired chihuahua mix. There are genetic tests available to help identify the breeds if you are truly wanting to know. One is called the Wisdom Panel https://www.wisdompanel.com/?utm_source=AdWords&utm_medium=Text-ad&utm_content=WP-4&utm_campaign=WP2018 and another is made by Royal Canin and available at some vet's offices.
