My puppy has whitish black bumps on his arm. Should I worry?

No need to worry too much yet. In such a young dog it is highly improbable that anything too terrible is wrong. In all honestly, it is very hard to make a diagnosis of dermatologic issues without actually feel the lesion, and / or collecting some diagnostic samples. At first glance, they look like eosinophilic plaques (otherwise known as rodent ulcers), which are actually much more commonly seen in cats. Since you are seeing these lesions on both sides of the mouth, it's also possible that this is something anomalous but normal in your dog. Another possibility is that your pup could have bit onto something that cause some irritation, and it is now causing something wrong symmetrically. If the areas aren't getting large and are not bothering your dog, my advise would be to leave things alone for the time being to see if there is any change. However, it wouldn't be wrong to take your dog to the vet now to have him checked over. Hope this makes sense!

Pictures can be deceiving but it appears to be a circular, raised mass with a slight broken surface. In young pups a benign growth known as a histiocytoma can develop which resolve over time. All lumps should be checked physically by your vet to rule out other possible options such as infections , abscess or tumour

This presentation could be due to a trauma or localized spot of skin infection (likely to be caused by bacteria). A check up, appropriate disinfection and possibly antibiotics (oral, topical or in a shampoo formulation) are needed to solve the problem. Disinfection may be started at home with very diluted hibiscrub or betadine or salted water baths. Buster collar may be useful as well to avoid any licking (if any). Without images or a physical exam, it can be difficult to determine definitively what is on your pup's skin. If these areas are flat, smooth to the touch and not bothering him, then it is probably just his skin coloration. If there is just one area and it improves daily then it is unlikely to be problematic. However, if you are feeling multiple areas, if you see fleas or ticks, or if it is not resolving then I would become more concerned. That could be an infection or area of irritation. You could have him examined which would give you a better idea of the cause. You could also watch it for a week and see what happens. Protect the area from licking or rubbing. Keep it clean and dry. You may apply a tiny dab of organic coconut oil once a day to moisturize it. Thank you for including the picture, it is really helpful. The little bumps and the look of the lesion is starting to be suspicious of a mite called demodex mite. It is very common in puppies, and is not usually itchy (but it can be). A skin scrape should be done to look for the mites. Of Course other possibilities include skin infection or ringworm.
