Hello! I noticed a small red mark on my dog’s lower arm about a week ago. It’s since grown to about the size of a dime. I’m wondering what it is

That looks like it could be a mild skin infection, irritation from a leash or harness or even the result of an insect bite. If you use a harness I'd suggest not using it for a few days to allow the skin to heal. You can apply a small amount of triple antibiotic ointment to the area.
If the area is not healing in a few days you may want to bring Champ to your veterinarian. Your veterinarian can take samples from the area to make sure it isn't a more significant infection or other skin issue.
