This is possibly due to an allergic reaction or it could even be an actual on going allergy to something like fleas, food or an allergen in the environment. Allergic reactions are usually treated with anti-histamine medications such as Benadryl and steroids. Cameron should be evaluated by a veterinarian for further assessment and treatment. They could start therapy for this to see if it improves. In most cases it does improve and resolve and if no further exposures to the antigen occur, then this would not recur. Poor guy. He must have very sensitive skin and is having a hypersensitivity reaction in that area. I would recommend doing a gentle cleanse of his testicles with a mild soap (i.e Dove or oatmeal based shampoo) and warm water, letting it air dry, and then applying a topical soothing spray (i.e. Hydrocortisone spray) from your local pet store. You can also apply a thin layer of Neosporin if he tolerates it to help prevent secondary infections. Place an e-collar (cone) over him to prevent him from licking it further and see if this resolves in a few days. If not, then he may need additional treatment (i..e steroid shot +/- medicated ointments) from your local vet.

Many dogs develop redness in the testicles, it's not always considered to be an issue but it could sometimes be a sign of infection or allergic reaction. you should monitor it for a few days, if the problem does not resolve you should probably get it checked by your vet. having him neutered will also solve the problem.
