Pet's info: Dog | Labrador Retriever | Male | unneutered | 7 months and 17 days old | 75 lbs
I have 7 month old black Labrador, his testicles seem very red from this morning, there is no swelling neither local rise in temperature. No discharge but when touched he starts to lick the area. What is happening to him?

Poor Morty! His scrotum does look very inflamed, potentially secondary to a hot spot or superficial bacterial infection. If his actual testicles seem swollen this could be a sign of an infection or even a testicular torsion. I would recommend seeing your veterinarian- they can palpate the testicles and potentially prescribe medications to help. In the meantime I’d recommend using an e-collar to prevent him from causing further damage by licking.
