Yes, she may be going into heat (it is a bit early) but she could also have a urinary tract infection or vaginitis. I suggest you have her checked by your vet. If you are not planning on breeding the dogs please have them fixed before they do end up breeding.

However, this new sudden behavior for Eva MAY be because she is going into heat. You listed that she is an unspayed female and typically intact female dogs will go into their first heat cycle anywhere between 6-12 months of age. When they go into heat they will have odd behavior, possibly as you are describing. I suspect this may be what is happening. The redness on her lips will resolve as she stops doing this behavior. I would recommend an appointment with your veterinarian to discuss getting her spayed (if you do not intentionally plan to breed her), and in the mean time, limit her outdoor free time so that she is not constantly doing this behavior.

It's possible that Lulu may have urinary tract infection or some other medical condition that is changing the odor of her urine and making it more interesting to your other dogs. I would recommend taking her to the vet for an exam when you are able to - he/she can do a urinalysis to check for any problems and get her started on antibiotics or other medication if needed.

It could be that he may have caught the scent of an intact female that is now setting off his sexual behaviors. Some dogs don't show the hormonal behaviors unless a particular scent catches their interest. I acquired one of my dogs (a former show dog) who was entire, and he never showed any hormone driven behaviors while he was still intact (he was intact for about a month) despite being out in public. Every dog varies in how they display hormonally driven behaviors, and I would suspect this recent interest has been trigger by a specific scent.

It can take many weeks to even months for the hormones that are created by the ovaries to stop circulating within the blood stream. But then, some boy dogs are just obnoxious sniffers. Neutering the male may help with this behavior.
