Why is my male dog licking my female dog's privates? Is she in heat?

It sounds like she may not be ready to breed yet - the male dog generally knows. Usually, females are ready for breeding somewhere around day 12-15 of their heat cycle, but this will vary depending on the individual female. If you want to know for sure, you can talk to your veterinarian about progesterone testing so that you'll know when she ovulates, and can time your breeding dates appropriately from there.

It sounds like Honey is in pain or has an infection. Since she is licking her vulva frequently and walking stiffly there is a possibility that she is suffering from a urinary tract infection or, especially since she was not spayed, a uterine infection, which is potentially life threatening. Please take her to your vet for an exam as a urinary tract infection can potentially turn into a serious kidney infection , and a uterine infection is potentially fatal. A UTI is usually treated with a course of antibiotics, and a uterine infection is usually treated by surgery, ie the pus-filled uterus and ovaries are removed and your dog will also be prescribed pain medicine and antibiotics.

Licking her vaginal area is a sign of heat, but without seeing in person, I can't say for sure she is in heat. I would recommend keeping her indoors most of the time, walking her on a lead to toilet, and keeping away from intact males so she does not become pregnant.

It may be that she has a urinary infection changing her smell that has caused this behavior. I recommend a urinalysis just to be sure. Otherwise this can be a way to show dominance over her if some of the household dynamics have changed. Based on what you are describing it sounds like it. Although 6 months is average, every dog is different and it can start earlier than this.
