Why is my dog weak, breathing fast, not eating, and bleeding?

All of those combined sound like a very serious issue that should be seen by a veterinarian in person immediately. Toxicity, neurologic issues, illness, vestibular issues, muscular problems, etc can all be potential causes, so it is best to seek help from a veterinarian in person or a local ER clinic ASAP.

I am sorry to hear about Rocky! What concerns me most about his symptoms right now is the fact that he is wheezing. This would warrant a visit to the vet right away. With wheezing we would worry about things like a respiratory infection (which can also cause runny nose) as well as other lung abnormalities and heart problems. He needs to be examined by a vet, have his heart and lungs listened to with a stethescope. Depending on their exam findings they may recommend testing such as x-ray of the chest. They can look down into his ears while he is there to check for signs of infection or foreign bodies.

From what you are describing it sounds possible that he could have ingested a toxin, have a urinary tract infection, an infection of the prepuce, or an issue with his kidneys. Because he is so lethargic and not eating I would suggest a trip to the veterinarian as soon as possible to a diagnosis and appropriate treatment. If you can collect a urine sample to bring in that would be helpful. If this continues, or if the area gets larger, then he should be evaluated by his veterinarian as he may need antibiotics or surgery to treat the area in his tongue. It could be that Rocky has ruptured his anal sacs, and it's concerning that he is very lethargic and in pain. This really does have to be treated by a vet now. I would see if there is a low cost clinic in your area, if the vet accepts payment plans, or if you can borrow money from family and friends to afford the vet.
