My dog's testicles are black with open sores. Is this serious?

My dog balls are getting dark black in colour and gradually wounds developing.

Black scrotum/testicles is not a good sign especially if wounds are present. The black color often means that the skin is dying. I suggest you have Tommy looked at by your vet. Without seeing a photo of what you are describing this is the best information I can give you. If you would like to post again with photos then we can maybe help you better.
