My dog's testicles are black, big, and hanging low. Is it normal?

Ouch. That does not look uncomfortable. Smoke needs to be evaluated by a veterinarian. It can wait until tomorrow if Smoke is eating well, resting normally (not more or less than normal), and is not having any vomiting or diarrhea. If he's having any of those issues, or he seems very uncomfortable, I would recommend you take him to an emergency clinic right away. I'm concerned that Smoke could have a twisted testicle (torsion), an infection, a tumor, or even some of his intestines moved within his scrotum.

I'm wondering if your dog was neutered recently - it almost looks like there could be a scrotal incision and discharge in the center of the photo. Either way, the raised area looks like it could be a growth, tumor or abscess/infection and if he was not neutered recently the discharge is concerning. I would definitely recommend having your vet take a look.

The sac can be on the black side, it's not uncommon, but if it is very black and does not feel relatively smooth and elastic like the rest of the skin, then there might be a problem that will require you to take him to the vet.

Black scrotum/testicles is not a good sign especially if wounds are present. The black color often means that the skin is dying. I suggest you have Tommy looked at by your vet. Your dog's testicles should have descended when he was a much younger dog. The fact that you're just noticing this now makes me very worried that something is wrong. He could have a torsion, mass, or infection. I would have him seen by a veterinarian as soon as possible. He may need to be neutered to resolve this issue.

It certainly looks like your dog has completely normal and healthy testicles, as far as I can possibly say without palpating them. It is quite normal that one testicle is a little bit bigger than the other. The skin looks normally pale pink, ie not red and inflamed, and the scrotum appears to have normal hair. So, I do not think you have to worry about Bear's testicles being abnormal or diseased.
