I think the rash on Tinkerbell's abdomen might be irritation from urine if she is leaking. I would be concerned that the urine leakage could be a sign of ongoing neurologic disease, and I think it would be best to recheck with your vet or see an emergency vet to make sure she is able to empty her bladder appropriately.
