I would recommend soaking the foot in epsom salt for about 15 minutes tonight and then see your vet in the morning for a closer look. This looks like either a skin infection or an allergy. It could be from the milk. Dogs are actually lactose intolerant and you should not be feeding milk past the weaning stage (8 weeks of age). I suggest you stop giving milk. You can try to soak his feet in dilute Betadine solution (1 part Betadine to 10 parts water) for 5 minutes 2-3 times per day.
