My dog's nipples are dry, crusty, and black. Is this normal?

The crust at the tip is likely colostrum starting to be made. I have never seen the base get large like that, though it could be normal. If you think it may be an infection, Willow should see the vet as it would need oral antibiotics.

They can get small Blake heads and debris in the follicles just like we do. If it does not bother him then pay extra attention to keep it clean. You can wipe it daily with soap and water or clean it with clearsil wipes

You could try a little coconut oil or vitamin E directly on them (safe to lick), or look into a fish oil or vitamin E supplement to feed with Pinkie's meals for overall better skin/coat health. If the nipples look odd or infected, a vet check is also a good idea.

As long as it doesn't seem to be bothering her I don't think there is cause for concern. Some pigment around the teat can be normal. Ask your vet to take a peek at it the next time you are in. If this is an abnormal color change, I recommend to have her examined by the veterinarian. It could indicate an infection or developing mammary tissue. It could also be related to itchy skin. I hope this helps.
