My dog's nipples are dry months after birth. What can I use?

I would not apply anything topical as the nursing kittens may swallow it or even refuse to nurse. An omega fatty acid supplement can act as a natural antiinflammatory and moisturiser and can help with skin repair and recovery. It looks normal. In some dogs nipples get crusty with black, thickened skin around them. You may be able to clean the nipples with baby wipes but if the skin underneath looks very red and inflamed after that, it is better to leave it.

Thank you for your question. I think that she appears completely fine. It is normal to see a little skin irritation and what is visible in the photos is not worrisome. The puppies nails can scratch her and that is most likely the cause. As the start to develop teeth, watch for more serious problems, but so far she looks good. Usually no vaseline is needed as it won't change much the skin hydration and possibly could impair lactation. As long the nipples are not more red than normal or painful (swelling would be normal at this stage) no further course of action is needed. The timing and symptoms could point to a false pregnancy. Have a examined by your veterinarian for confirmation. Treatment is typically not required in mild cases. Symptoms should abate within 2-3 weeks. If they don't or her behavior worsens, your vet can dispense medications to decrease milk production and possibly tranquilizers/sedatives for anxiety. Severe cases can be treated with hormone replacement therapy. To prevent​ future episodes, having her spayed would be the recommended course of action.
