My chihuahua has a lump after cystocentesis. Is this normal?

The needle likely created a hematoma (blood collection under the skin) from puncturing a small blood vessel during the testing process. This should go away on its own. If it continues to grow in size or persist, I would have the veterinarian that performed the test originally recheck the area. If the mass does not go away, I would send out further testing to the laboratory to help confirm what the mass could be. If the mass has changed in size, colour or texture then yes, removal and biopsy is recommended immediately. If not, you could opt to monitor closely but be cautious it may change quickly and become difficult to remove or he may develop other complicating factors such as kidney disease or other conditions which may make anaesthetic less safe than it is at the moment. Biopsy of a small mass is a minor procedure with minimal risk of complications other than the small risk which accompanies all anaesthetics

This looks like a small sebaceous cyst and the black part is the content. They are usually benign and no treatment is commonly required. A clinical examination at your local veterinarian is essential to confirm this clinical suspicion.

This could be a hematoma (when blood vessels burst and cause a blood-filled blister.) from being poked three times for blood. Typically these are not something to worry about and resolve on their own. Do not try to squeeze, and keep an eye on it. This looks like it could be a cyst or a skin tumor like a hemangioma. I find that once a skin growth ruptures it tends to happen again, so I would definitely recommend making an appointment to see your veterinarian. They will probably recommend surgically removing this growth.

If these truly are hematomas, I would be concerned that Leo may have a problem with his platelets, which are the cells in the body that allow the blood to clot. In the absence of trauma, hematomas can occur spontaneously if platelets are very low, because the body is bleeding into places such as the space under the skin. There may also be bleeding into internal cavities, such as the chest or abdomen. As these spots have resolved and recurred, I recommend getting Leo checked out by your vet, at least to determine if his platelet count is normal. If it is, I recommend having your vet check this new spot to see if it might be a skin tumor, such as a hemangioma (benign) or a hemangiosarcoma (malignant)

Unfortunately i cannot see the picture of it, which would be ideal to give you a specific answer, but I can guess that is a small herniation of muscle/subcutaneous tissue coming through surgical incision (which i guess is healed now) or the result of a chronic inflammation (possibly due to licking the area). In both cases a check up would be required to confirm clinical suspicons and treat appropriately.
