A muzzle can be used for safety and to avoid liability. A better solution would be to schedule a consultation with a certified veterinary behaviorist and/or trainer to determine the triggers then work on gradually acclimating Waffles to people and other dogs so he doesn't respond or react negatively.
I am sorry to hear about Wiffy. Sometimes these behaviors could be minor seizures, or could be obsessive compulsive disorders. Occasionally we will treat these dogs with a trial of a drug called gabapentin to see if there is an improvement. If a compulsive disorder is suspected then we might try a trial of something like fluoxetine (prozac). We would also recommend bloodwork to ensure that Wiffy is otherwise healthy and has normal organ function.
It is really hard to tell from the pictures how big Dukey is. Puppies are also hard to guess their breed because they don't have the typical adult features that we use when guessing at the breed. He may be a heeler variety, but I am not as familiar with breeds commonly found in India. Whatever breed he is, he looks very cute!
What a cutie Rufus is! I would be concerned with some of his symptoms that he could be suffering from underlying periodontal disease (problems with his teeth). This is very common in older small breed dogs. Even if you cannot see any issues with his teeth when you look in his mouth, we can often have disease below the gum line that is not detectable while the dog is awake. I would recommend an exam by his vet to see if a dental cleaning is in order. They can check his eyes and ears at that time to see if there are any concerns that need to be addressed with them. In German it is called "saufarben", a sort of dark blond with black hair interspersed. I do not think there is an equivalent in the English language. You could possibly call it gray brown or gray tan.
