Is 24.5C too cold for my 25-day-old kittens to sleep in?

Most cats in temperate climates are feeling cold, which is why they try to spend time in the sun and near fire places. They will be ok in your air conditioned room, but they will seek your body heat, as they might feel cold.

I would set up a warm bed for them, and put in something like a hot water bottle covered in towels. They are just over four weeks old, and while it's time for them to wean, they are probably better with their mother. If the temperatures keep dropping, however, I would move them indoors.

That is a temperature that is the lower end of the ideal temperature for a newborn baby's room, and since she have fur unlike a human baby, she will be just fine. Make sure that he has access to fresh water all the time. You can also provide access to a shaded area with a fan if you are concerned that he may get too hot - but generally speaking, cats prefer warmer temperatures than humans do, so this is rarely a problem.
